About the Bureau
The NGO Bureau is a department within the Ministry of Internal Affairs responsible for registering, monitoring, inspecting, and regulating non-governmental organisations and community based organisations across Uganda. The Bureau exercises its mandate under the NGO Act 2016, as amended by the NGO (Amendment) Act 2024.

How the Bureau has evolved
From an operational board in 1989 to today's Bureau, the regulation of NGOs in Uganda has grown through successive reforms.
1989
An operational board
Uganda established an operational board to register and oversee NGOs, reporting to the Minister of Internal Affairs.
2006
The 2006 Amendment
The NGO Registration (Amendment) Act strengthened the National Board for NGOs and its monitoring role.
2016
The NGO Act, 2016
Established the National Bureau for NGOs and created the District (DNMC) and Sub-county (SNMC) Monitoring Committees.
2020
Repositioned under the Ministry
The 2020 Amendment made the Bureau a department of the Ministry of Internal Affairs, led by a Secretary.
2024
The NGO (Amendment) Act, 2024
Further refined the framework that governs how the Bureau registers, monitors and regulates the sector today.
