The Bureau registers and maintains records of all NGOs operating in Uganda under the NGO Act, 2016. Organisations must obtain both a Certificate of Registration and a Permit of Operation before commencing activities.

Process Steps

Reserve organisation name and obtain URSB Certificate of Incorporation

Prepare all required documents in a labeled spring file, arranged sequentially
3
Submit hardcopy application with submitter's national ID photocopy to the Bureau
4
Bureau reviews application for completeness and compliance with the NGO Act
5
Site verification and background check conducted
6
Application presented to the NGO Board for consideration
7
Certificate of Registration and Permit of Operation issued upon approval
Requirements
Completed Form A and Form D (signed by minimum 2 founder members)
Registration letter to Executive Director specifying objectives, operational area, and permit duration (max 5 years)
Certified URSB Certificate of Incorporation
Annual work plan and budget
Memorandum and Articles of Association with dissolution clause
Organisational governance structure chart
Valid identification (National ID/Passport) and photos for minimum 2 founders
Board minutes, attendance list, and resolution authorising registration
Statement confirming staffing compliance with Section 45, NGO Act 2016
Source of funding statement
District NGO Monitoring Committee recommendation
Government ministry or agency recommendation
Proof of fee payment via URA e-Services
Data Protection Office certificate (within one month of permit receipt)
